Overview

This proposal makes the DSU reserves on Ethereum, Arbitrum, Optimism, and Base permanently redeem-only. It disables new DSU minting and makes each reserve immutable, permanently removing governance's ability to change it.

Holders can continue redeeming existing DSU for USDC at the same one-to-one rate.
