Executive Summary
As a result of the malicious governance proposals that have surfaced recently in the DAO, this proposal is intended as a defensive mechanism to increase the voting power of the stewards and delegates so that the DAO has more defense surface for governance attacks.
By allocating voting power via the MultiDelegator contract, trusted community stewards and active delegates will have sufficient voting weight to actively defend the protocol and safeguard quorum against hostile or malicious governance proposals.
The DAO retains full ownership of the underlying tokens — undelegation can be executed through a future governance proposal at any time.
Motivation
Recent malicious proposals have highlighted the urgent need to bolster the DAO's defensive voting capacity. When malicious actors attempt to exploit low-turnout periods or submit adversarial proposals, the DAO must rely on active, vigilant stewards and delegates to swiftly counter them.
Delegating additional voting power to trusted stewards and onboarding new delegates provides:
- Deterrence: Makes malicious proposals harder to pass by raising the effective threshold of opposition.
- Rapid Defense: Enables active stewards to participate and mobilize votes without requiring treasury token transfers.
- Custodial Safety: The tokens remain locked within per-delegatee proxies deployed by the MultiDelegator contract, fully revocable by DAO governance via
undelegate() at any point.
Implementation
The proposal executes the following on-chain steps:
- Approve the MultiDelegator contract (
0x72f43EF65660941c9DCDf8548b8dE249C4bdaf88) to spend a total of 21,000,000 UP from the DAO Timelock.
- Delegate to each steward and delegate individually:
- For existing delegates,
delegate(address, amount) sends additional tokens directly into their existing proxy, instantly increasing their voting power.
- For new delegates,
delegate(address, amount) deploys a new lightweight proxy and assigns voting power to the delegatee.

Reversal
All delegations can be fully reversed at any time by submitting a new proposal that calls undelegate(address) on the MultiDelegator for each steward. No tokens ever leave the DAO's custody.
