Builders can currently allocate up to 100% of rewards to backers. This change ensures that builders retain at least 10% of the rewards they generate when they receive backing, strengthening the link between contribution and rewards.

The mechanism is already implemented at the protocol level. This proposal activates it by setting the initial parameter value (90%) via governance.

This is a simple, foundational step toward a more balanced and sustainable incentive model, ensuring builders share in the value they help create while maintaining flexibility to attract backing.
