Purpose

The purpose of this proposal is to decrease the voting period for Pooh proposals. The current voting period is set at 7 days and this proposal is set to decrease it to 3 days. The code requires the time period to be in number of blocks with the average block time being 12 seconds. The current value for voting period is 50400. Decreasing this number to 21600 will change the value to 3 days as:

(21600 blocks*12 seconds per block)/60 seconds/60 minutes/24 hours = 3 Days.
