Purpose

The purpose of this proposal is to decrease the time of the timelock delay. The timelock delay is a set amount of time for a delay before the proposal is executed. Currently the delay is set at 3 days. This proposal would be to set the timelock delay to 1 day. The value for the timelock delay is in seconds. The current delay is 259200 seconds. The value for the updated timelock delay would be 86400 seconds.

86400 seconds / 60 seconds per minutes / 60 minutes per hour / 24 hours per day = 1 day
