Summary
Following community discussion and Snapshot vote, the DAO approved the Strategic Plan to Neutralize CEX Supply Overhang and Restore GMX Price Discovery. This on-chain vote executes Step 2 of that approved plan: deploying a fixed-price buy-wall of 1,000,000 GMX at $5.00 on major CEXs.
The first optimization step is already live on Tally. This proposal is the first of two required treasury transfers. It requests $2,000,000 worth of ETH from the DAO Treasury to the Buy-Wall Execution Multi-Sig at 0xc6378dDF536410c14666DC59BC92b5EBC0F2F79E.
Background
The community approved the strategy to:
- Deploy a fixed $5 buy-wall for 1,000,000 GMX on major CEXs
- Absorb extreme CEX supply overhang
- Establish a temporary hard floor
Treasury Context
Treasury Funding Overview

Total Buy Wall Capacity : $5,075,000
Because the DAO Treasury already holds approximately $367,000 worth of GMX, the effective new capital required to complete the 1,000,000 GMX buy-wall is reduced to $4,700,000. The ~$1,075,000 in the POL multi-sig is already available from previous POL positions and does not require a separate on-chain transfer.
Trading Incentive Campaign
As part of the approved proposal, $2,000,000 of the $5,000,000 total is allocated toward a trading incentive campaign Marketing and Trading incentive proposal. This allocation is drawn from within the total buy-wall budget and is not an additional request above the $5,000,000.
Distribution of these incentive funds is subject to market conditions and will only be deployed if there is sufficient trading demand to justify activation. Funds not deployed for incentives remain within the execution multi-sig and are not spent automatically.

Note: Due to Tally's single-token-transfer constraint, this funding is split across two proposals. Proposal 2 covers the stablecoin tranche. Both must pass for full execution.
