To maintain community consensus and organizational order, and to protect the interests of members who genuinely contribute to and continue building the community, this proposal introduces a "Consensus Maintenance Governance Mechanism": individuals who have shifted their focus to other projects, no longer serve the community, yet still retain their original tier and associated benefits will, upon verification, have their tier reset to zero. A compliant restoration pathway is retained to ensure the mechanism remains fair, controlled, and reversible.

Purpose

1. Remove individuals who have shifted focus to other projects or disengaged from community service, yet still occupy their original tier benefits, restoring an accurate reflection of genuine contribution
2. Protect the rightful benefits of members who continue to serve the community and genuinely uphold its consensus
3. Establish clear qualifying criteria and an execution mechanism, making community self-governance more complete
4. Preserve a compliant restoration pathway, avoiding a one-size-fits-all approach while balancing order and inclusiveness

Implementation Details

I. Scope of Application

This mechanism applies to individuals who meet multiple of the following criteria simultaneously — not general participants exhibiting a single isolated behavior:

• Has shifted focus to other projects
• Has not participated in community-building or served the team for an extended period
• Has used their original identity, tier, or influence to undermine community consensus
• Has spread negative information or disparaged the community's reputation

II. Execution Process

• Any community member may submit relevant evidence, either through the "Consensus Maintenance Feedback" function within the ARK Dapp, or through community group feedback channels
• Once evidence has been verified, the platform is authorized to reset the tier of qualifying individuals

📌 This authorization is strictly limited to the following two actions; the platform may not take any other action beyond this scope:

1. Reset tier to zero
2. Restore tier for a previously reset individual

III. Verification Process

• The reporting party must provide complete supporting evidence — including screenshots, video, or audio recordings — along with a description of the events
• Operations will verify the situation with the relevant community administrators
• Operations will verify the situation with the Business School

📌 Operations will reach a conclusion only after synthesizing the submitted evidence, the community investigation findings, and feedback from the Business School.

IV. Restoration Mechanism

An individual who has had their tier reset may apply to rejoin the community, provided they resume genuine performance and continued service to the team. They may submit their wallet address along with supporting performance evidence; upon review and confirmation that restoration criteria are met, the corresponding tier and benefits will be reinstated.

V. Safeguards

• Platform authorization is strictly limited to "tier reset" and "tier restoration," and does not extend to account assets, staked assets, or any other personal property
• Every tier reset requires verified, genuine evidence before it may be carried out
• Account assets remain under the sole control of the user's own private key; no other party has authority over them, and they are unaffected by this proposal

Execution Timeline

• Detailed execution rules and the effective date will be announced separately following the proposal's passage
• The specific channels for evidence submission, verification, tier reset, and restoration will be announced separately
• All tier reset and restoration actions are carried out under community authorization, with full transparency
