Correct the watchtower lifetime parameter from the previous TIP-072 Governor Bravo proposal, which failed to extend the Optimistic Guardian functionality due to an oversight (watchtowerLifetime always counts from the original enabledAt timestamp).

In order to renew the Optimistic Guardian functionality for another 18 months as approved, the correct value for watchtowerLifetime is 93312000. Nothing else is changed from the prior iteration.
