TIP-072 Follow-Up: Redemption Watchtower Parameters 

## tl;dr 
Finalize the parameter updates already approved under TIP-072 by extending the watchtower lifetime and confirming the intended veto/objection settings.

## Rationale: 
Given the ongoing threat that stolen/illicit funds may be used to redeem BTC, Threshold Committee recommends renewing the Optimistic Guardian functionality for another 18 months. 

Additionally, the required Governor Bravo transaction being queued sets the financial penalty for vetoed redemptions at 5%, as approved in the Snapshot cited in the previous [comment](https://forum.threshold.network/t/tip-072-optimistic-redemptions/793/2) but never implemented (an oversight).”
