This is a cross-chain governance proposal to add 2 new Ark(s) to the existing LazyVault_LowerRisk_USDCe Fleet on sonic.

Motivation

Expanding this fleet with additional Arks will enhance the protocol's capabilities on sonic.

This proposal will execute the following actions on sonic:

1. Grant COMMANDER_ROLE to Fleet Commander for each Ark
2. Add each Ark to the Fleet Commander
