This is a cross-chain governance proposal to add 3 new Ark(s) to the existing LazyVault_LowerRisk_USDT Fleet on arbitrum.

Motivation

Expanding this fleet with additional Arks will enhance the protocol's capabilities on arbitrum.

This proposal will execute the following actions on arbitrum:

1. Grant COMMANDER_ROLE to Fleet Commander for each Ark
2. Add each Ark to the Fleet Commander

This proposal uses LayerZero to execute governance actions across chains.
