This proposal seeks to update the quorum numerator to 15, reflecting a quorum threshold of 15%. This change aligns with the updated calculations based on the total voting supply and ensures that the governance process remains robust.

Since the quorum denominator is fixed at 100, the closest possible quorum numerator is 14 or 15. Given our historical voting activity and the need to ensure quorum integrity, I propose rounding up to 15%, rather than 14%. This ensures we do not fall below the intended threshold.
