The DAO has decided to add apxETH as a collateral. There has been discussion both in the discord and on the forum about it.

Details
We have already added a Chainlink oracle for the apxETH / pxETH price feed but Redstone has created a direct apxETH / ETH price feed for us to use which is preferable to operating with the assumption that 1 pxETH will always be 1 ETH.
The oracle RedStone created for us is the "classic" type and is compatible with our existing Chainlink Relayer contract.
The first step in deploying the new collateral is to deploy an oracle for apxETH to get the apxETH / USD price.
Once we monitor and confirm it is working with no issues we can submit a followup proposal that deploys the other contracts required for adding apxETH (e.g. CollateralJoin, CollateralAuctionHouse, etc.)

This proposal will have 3 actions.
- Deploy a ChainlinkRelayer for the Redstone apxETH / ETH price feed referenced above.
- Deploy a DenominatedOracle using the ChainlinkRelayer from step 1 as the denominated oracle's priceSource.
- Deploy a DelayedOracle pointing to the denominated one from step 2.
