Overview
The DAO has decided to add a new type of vault, the beefy velo vault. It will take mooTokens which are erc20 tokens representing a position in a Beefy Finance vault. The Beefy Finance vault auto compounds an underlying Velodrome LP position.
There has been discussion on the forum about adding this new type of vault as an experiment.

Details
This proposal will deploy an oracle for the VELO-OP vLP V2 Beefy vault that will return the value of a single mooToken in the vault.
Once we monitor and confirm it is working with no issues we can submit a followup proposal that deploys the other contracts required for adding apxETH (e.g. CollateralJoin, CollateralAuctionHouse, etc.)
The Beefy VELO-OP vLP V2 vault will use HAI's existing OP and Velo chainlink relayers.

This proposal will have 2 actions.
- Deploy a BeefyVeloVaultRelayer for the
VELO-OP vLP V2 Beefy vault referenced above.
- Deploy a DelayedOracle pointing to the beefy velo vault relayer from step 1.
