This proposal will transfer 10k HAI from the surplus buffer to the protocol treasury to be used as a marketing budget for the protocol.

It uses the same mechanism as a previous proposal to transfer the HAI from the surplus to another account. In this case, the other account is the protocol timelock which then transfers the HAI to the protocol treasury.
