Overview
The DAO has decided to use VELO as a test asset in the Beefy Vault proof of concept and also add it as a collateral. There has been discussion both in the discord and on the forum about it.

Details
The first step in deploying the new collateral is to deploy an oracle for VELO to get the VELO / USD price.
This proposal will deploy an oracle for VELO. Once we monitor and confirm that the oracles is working with no issues we can submit a followup proposal that deploys the other contracts required for adding VELO (e.g. CollateralJoin, CollateralAuctionHouse, etc.)
Chainlink VELO Price Feed
This proposal will have 2 actions.
- Deploy a ChainlinkRelayer for the VELO feed
- Deploy a DelayedOracle that consumed the ChainlinkRelayer from step 1
