This proposal updates the implementation contract for Compound Governor Bravo. The update has been audited by OpenZeppelin and reviewed by various community members. There is full test coverage along with fork simulations demonstrating the successful usage of the new implementation. The changes are as follows:

• Upgrade from solc 0.5.17 to 0.8.10
• Enable propose by sig
• Enable vote with reason by sig
