This proposal will:

1. Move SNX to the Amphora multisig where 50% will be staked in Synthetix for rewards, and 50% will be lent in Aave for rewards.

2. Move BAL to the Amphora multisig, to convert to cvxCRV and stake in Convex for yield.

Yield from these assets will be used to seed reward pools for sUSD and AMPH pairs with the launch of Synthetix V3 on mainnet.
