The current reward paramters for Amphora are too low by an order of magnitude at 0.01 and 0.02 when they should be 0.1 and 0.2 respectively.

This has resulted in the protocol taking lower fees but also giving less rewards than needed. These protocol changes will fix that.

In the Bootstrap Tool this was further exacerbated by using the input number as the output number. So the treasury will have to manually top up the AMPH tokens of those converting via the bootstrap tool, even afte these changes.
