This proposal will fund the team Multisig with 1k RATE to setup the RATE liquidity incentives on Hidden Hand. This fixes the previous cancelled proposal (had wrong quantity and a noop call added by Tally).

Distribution will be done in four batchs as follows: Epoch 1: 350 Epoch 2: 250 Epoch 3: 250 Epoch 4: 150
