Change the delay before voting to 0. This will make it easier to post a proposal and make the first vote.

If people want more time to vote, we can increase the votingPeriod.

The openZeppelin documentation says votingDelay "can be increased to leave time for users to buy voting power, or delegate it, before the voting of a proposal starts." This is not important now.
