This is a test proposal to change the requirement on Sepolia Arbitrum for signing up to a competition as a modeler, from 0 SPEC tokens to 1000 SPEC tokens. This staking requirements will be used to keep modeler's honest, as they may be slashed for providing fake inference responses.
