Close the Bolts program and distribute ODG incentives using Merkl.xyz

Budget

Total budget: 35,000 ODG (5% of the community budget) + Merkl.xyz fee 175 ODG

Distribution:

142 users divided into 4 tiers. Users with less than 10,000 Bolts were not included. Thes parameters were chosen to engage more active users and encourage them to continue community participation and contribution.
