In order to create a proposal, it is required to have a minimum of 25 BTLY held in a wallet. This proposed change aims to lower the threshold from 25 BTLY to 2 BTLY. The execution of the function "setProposalThreshold" will be initiated upon the successful passage of the proposal. Please note that this function can only be executed if the proposal is approved.
