Delegate the DAO's voting power to Mimsy.

This proposal will execute the setDelegate method of Snapshot's DelegateRegistry. This method has two parameters: space ID and address. It will call the method with an empty space ID (which means the VP is not restricted to a single snapshot's space) and Mimsy's address. As a result, it will delegate the whole VP of the ExodusDAO to her, on any Snapshot space. The only relevant space is the Decentraland DAO's Snapshot space, but potentially if there were other spaces where the ExodusDAO has VP, she could vote there on behalf of ExodusDAO as well.
