The release was completed and public before the on-chain proposal was created. The grant recognises work already done; it does not fund or request future work or services.

The contents of the Completed Release are defined solely by the Release commit, which identifies the authoritative source tree by its Git object ID, a content hash of that tree; the Release bundle is a copy identified by its content identifier and the SHA-256 sums above. Unavailability of the hosting location or of any pinned copy does not change either identification. No other branch, repository, website, account, or unpublished material forms part of the Completed Release.

If passed, this proposal authorizes only the transfer described under Payment and executable action. It is not a contract with any voter, token holder, protocol developer, foundation, company, or other person, and gives no person a right to enforce it. At Grant Receipt Time, the Action 1 transfer is intended to pass outright to the Grantee as a fixed retrospective grant in recognition of the Completed Release, not as cost reimbursement or payment for future work. No representation is made that it equals actual costs or market value, and no contractual repayment, clawback, or price adjustment arises merely from a later allegation of defect, nonuse, or change in valuation, or from any later protocol upgrade, contract deprecation, or unavailability of the repository.

No intellectual property is assigned, transferred, or exclusively licensed by this proposal.
