The DAO is arrhythmically managed, and yet we need to have a 'real life human' to represent the DAO with respect to banking and tax matters for instance, or where a human must sign documents.
For this reason it is proposed that Thomas Heimann be designated an Authorized Representative. His authorization is limited to matters specifically approved by the DAO.
To that end, the Authorized Representative is specifically authorized to represent the DAO in everyday administrative functions, such as handling correspondence, dealing with the registered agent, and any other administrative functions that require a human but that do not rise to the level requiring a directive by the DAO.
What does require a directive by the DAO are any contracts to be entered, tax returns to be filed, and anything that would indebt the DAO.
